Summary of the review framework of the SYS sub-protocol*

The certification systems are carefully reviewed on the basis of extensive file studies against the criteria of the relevant standards of the Keurhout Protocol:

Option 1: SYS-LET:

  1. Relevant local legislation and regulations. These must be complied with; this means, inter alia, that the implementing companies are officially registered and perform their obligations, that there is an approved logging plan and logging permits, that logged timber is not wrongly logged in any way and that user rights of local residents are respected.
  2. Requirements for effective chain-of-custody. The procedures followed in the transport chain with regard to keeping the timber flows separate must be watertight and transparent and inspected by an independent CB.
  3. System requirements for certification bodies. The certification bodies are independent and accredited, can demonstrate that they comply with international guidelines relating to organisation and procedures and possess the necessary forest management expertise.
  4. System requirements relating to internal control.

Option2: SYS-SFM:

  1. All relevant local and international legislation and regulations. These must be complied with.
  2. Adequate control/management system. The forest manager must possess an adequate management system.
  3. Level of sustainable forest management. In the execution of forest management, it must be possible to demonstrate that sufficient attention is paid to guaranteeing the integrity of the ecological functions and the continuity of the social-economic and social-cultural functions, on the basis of the related criteria and indicators.
  4. Requirements for effective chain-of-custody. The procedures followed in the transport chain with regard to keeping the timber flows separate must be watertight and transparent and inspected by an independent CB.
  5. System requirements for certification bodies. The certification bodies are independent and accredited, can demonstrate that they comply with international guidelines relating to organisation and procedures and possess the necessary forest management expertise.
