The Appeals Board (AB) is charged with giving a binding advisory opinion regarding decisions or measures of Keurhout against which an appeal can be filed in respect of any contract to which Keurhout is a party or pursuant to one of its regulations.
At present the AB consists of eight members. The members are appointed for a period of 5 years, starting as of 23 February 2005. If an appeal is filed, a panel of three persons will be drawn from the AB, two of which have a legal and one of which has a technical background. The chairman must have a law degree. The secretariat of the AB is run by Stichting Raad van Arbitrage voor de Bouw (SRAB), PO Box 19290, 3501 DG Utrecht, NL.

Every party who can demonstrate to have an interest in a decision or action of Board of Experts can file an appeal in addition to an objection procedure with the BoE, of which the objection has been denied. This appeal must be filed within 6 weeks after the denial of the objection by the BoE.
Similarly every party who can demonstrate to have an interest in a decision by the Keurhout Management Authority or the NTTA board of directors may start an objection and appeals procedure with the secretariat of the Keurhout Management Authority and the secretariat of the Appeals Board respectively.
